Torrance : Court Denies Home Project
A Los Angeles Superior Court Judge has upheld the city’s denial of a developer’s plan to build a 416-unit housing complex as part of the Park Del Amo development.
Lincoln Property Co. had argued that a 1983 development agreement signed by the city guaranteed that its complex could be built, but the judge last week ruled that the agreement did not preclude the city from seeking concessions in exchange for approving the development. The city was demanding changes in parking plans.
The city had denied the project in part because it and the owners of Park Del Amo were involved in a dispute over the transfer to the city of the Madrona Marsh wetlands. The matter has since been resolved.
A second lawsuit filed by Lincoln claims the city’s denial was discriminatory because it sought to keep out minorities and low-income families. No court date has been set for that suit.
Lincoln’s plans are the last of 1,462 residential units planned for Park Del Amo, which will include 850,000 square feet of commercial space when it is completed in about 1993.
