A strict building moratorium in Solana Beach was eased this week by the City Council, which agreed to review projects on a case-by-case basis rather than banning construction altogether.

The moratorium was adopted July 1, the day Solana Beach officially became a city, and was designed to give the council some breathing room as it took over the reins of government. It placed a blanket prohibition on all construction except single-family homes.

Monday night, the council agreed to consider all projects and award building permits if they meet criteria designed to ensure that new development is “orderly, attractive and harmonious” with existing neighborhoods. City officials estimated that 30 projects left in limbo when the moratorium was approved will be submitted for council approval.

Meanwhile, the city staff and council members have begun drafting a general plan for Solana Beach, which will take about a year.
