A Los Angeles slumlord was ordered to begin serving 11 months in jail after the Superior Court Appellate Department turned down his appeal. Jacob Libman, 39, was sentenced to jail for a year in 1984 after he pleaded guilty to 38 violations of various health, fire and safety codes at two Koreatown apartment buildings he owned. He served a month before filing his appeal. He also spent 30 days in jail in 1981 after his conviction on a previous slum case. Libman has sold the buildings, said Deputy City Atty. Stephanie Sautner, and there have been no more complaints about them.
