Assistant Surgeon General Dr. John C. Duffy told a Los Angeles City Council committee that an upcoming surgeon general’s report on smoking will show that “there is no such thing as a non-smoker. As long as people are in the presence of someone who smokes, they in effect are smoking themselves.” The committee is considering a proposal by Councilman Marvin Braude to extend the city’s ordinance that restricts smoking in the workplace to apply to restaurants, retail stores and other enclosed places. The proposal must still be discussed by the full council.
