Daniel A. Manion, whose qualifications as a judge were attacked by law school deans shortly after President Reagan appointed him to the U.S. 7th Circuit Court of Appeals, was sworn in as a judge. “This is a great honor for me,” Manion said after Appeals Court Chief Judge William J. Bauer administered the oath of office in South Bend, Ind. Manion’s opponents had attacked the quality of his legal writing and said he was unfit for the post.
