About 400 striking Kaiser Permanente workers and their supporters staged a midday rally on the steps of the state Capitol, hoping to turn the Legislature’s attention to the 37-day walkout in Northern California. Senate leader David A. Roberti (D-Los Angeles) and Controller-elect Gray Davis were among the politicians who spoke to the crowd, which chanted union slogans and waved hand-lettered signs. “I don’t want to see Californians held hostage in this dispute,” Davis said. “Keep the fight, keep the faith and keep going.” Economic issues, mainly a proposed two-tier pay system, have kept 9,400 workers on strike since Oct. 27. Officials of the Hospital and Institutional Workers Union Local 250, which sponsored the rally, said negotiations, presided over by a federal mediator, are continuing but no agreements appear in sight.
