U.S. arms negotiator Max M. Kampelman said that arms talks with the Soviet Union in Geneva will proceed as planned despite Washington’s violation of limits on nuclear weapon launchers in the unratified 1979 strategic arms limitation treaty. The United States exceeded the limit by deploying a B-52 bomber modified to carry cruise missiles. U.S. and Soviet arms negotiators are scheduled to open four days of special talks today to “achieve a greater understanding” on where the two sides stand after the Reykjavik, Iceland, summit in October, Kampelman said.
