Poland Won’t Allow Kennedy to Visit

WARSAW —
Sen. Edward M. Kennedy (D-Mass.) will not be allowed to visit Poland from Dec. 22-26 because it is not the “proper time,” the government said today.
Government spokesman Jerzy Urban said authorities decided to bar Kennedy after a “thorough examination” of his plans, which included the awarding of a human rights citation to two prominent dissidents and a meeting with Lech Walesa.
