Two years after City Council member Vera Robles DeWitt discovered a listening device hooked up to her office phone line, the council voted to install a $5,700 system that will make it harder to bug phones.

City Administrator John Dangleis said it is possible to wiretap council phones because the lines go through a closet where security can be breached.

On May 23, 1984, DeWitt discovered a device hooked up to her line on the main telephone panel in the basement of City Hall. The device was identified by the phone company as one used to test telephone lines.

Officials were unable to determine if it had been left there by accident or had been used to eavesdrop on conversations on DeWitt’s line.
