The Soviet Union described a new South Pacific nuclear-free treaty as a major step to a peaceful world despite open displeasure from Washington. Moscow became the first nuclear power to sign the treaty with Fiji, one of 13 South Pacific nations that decided to set up the zone in 1985. France, which holds nuclear tests on Mururoa Atoll in the South Pacific, has refused to sign the treaty; Britain and the United States are studying it.
