Eldorado Bank in Tustin has joined a growing number of California institutions that are cutting credit card interest rates. The bank said it has reduced the annual interest rate on regular cards to 17.9% and has slashed the rate on its premier card--available only to full-service banking customers--to 12%, which it believes to be the lowest rate in the West. Eldorado, which has six offices and $175 million in assets, is the only Orange County-based bank that operates its own credit card department.
