A bomb exploded early Friday in a West German government Third World aid office, causing about $125,000 damage but no injuries.

Federal Prosecutor Kurt Rebmann said a letter found at the scene indicated the bomb had been planted by the Red Army Faction, a West German left-wing terrorist group. He did not disclose details of the letter.

It was the second bomb attack on the Cologne headquarters of the German Finance Society for Developing Nations, which finances the investments of West German companies in the Third World. Responsibility for a 1984 bombing was claimed by the Revolutionary Cells, another left-wing terrorist group.
