A federal child-support program helped collect $2.7 billion from absent parents last year, and the 1986 figure is expected to reach nearly $3.2 billion, the Department of Health and Human Services said. HHS Secretary Otis R. Bowen attributed the gains made in collections to tighter enforcement procedures that states are adopting under child support legislation passed by Congress in 1984. Bowen disclosed the figures in his annual report to Congress on the program.
