2 More Staffers Quit in NSC Overhaul

Two key staffers on the National Security Council have resigned as part of the agency overhaul ordered by incoming National Security Adviser Frank C. Carlucci, White House officials said Monday.

Ray Burkhardt, senior director for Latin American affairs, will return to the State Department and then be sent to the U.S. Embassy in Peking, a spokesman said.

Ronald Sable, senior director of congressional affairs for the NSC, now will perform the same task for the White House.

The two NSC officials are the most recent departures in the mass exodus from the NSC, which has been racked by the Iran arms- contra aid scandal.

Carlucci, who formally assumes his new position in January, is trying to streamline the office, which critics contend should be concerned solely with coordinating sensitive information for the President.
