Voter’s Dilemma

Though I’m not Jewish, I sympathize with Hersh Greenspan’s dilemma about a council primary election being scheduled on April 14, 1987, during Passover.
If Greenspan really wants to vote in this election, though, he needn’t pressure the election board to change the date. Why doesn’t he just vote by absentee ballot?
