Afghan guerrilla leaders are to meet Monday in Peshawar, Pakistan, to discuss the Kabul government’s new peace drive. Najib, the head of the Soviet-backed Afghan government, launched his peace effort two weeks ago by declaring a cease-fire effective Jan. 15, and offering to talk to the rebels who have been fighting the Marxist regime for more than seven years. The guerrillas quickly rejected the offer as a fraud. But some guerrilla leaders feared a propaganda setback if they failed to come up with a more substantive response.
