Agreeing with the American flower industry, the Commerce Department said that Canada and Ecuador are dumping carnations and chrysanthemums onto the American market. Spokeswoman Patricia Woodward said the department’s investigation, prompted by a May 21 complaint from the Floral Trade Council, found that the fresh-cut flowers grown by government-subsidized companies in those countries were being sold at below fair market value in the United States. The case now goes to the International Trade Commission, which has 45 days to decide whether to impose import duties.
