The Texas prison system began accepting new convicts after weekend paroles of 214 inmates pushed the prison population below a mandated ceiling designed to avoid overcrowding. The 26-unit prison system closed its doors to new arrivals Friday after the inmate count exceeded a cap set by a 1983 state law passed after a federal judge ordered steps to reduce prison overcrowding in the state.
