The top U.S. official responsible for enforcing minority hiring guidelines for the government resigned to protest Administration policies, a published report said. Joseph N. Cooper, who is black, quit as director of the Office of Federal Contract Compliance because, he says, some Administration officials think affirmative action has “done too much, gone too far. . .” the New York Times said.
