Eleven weeks after enactment of an immigration law, designed to discourage undocumented aliens from taking jobs in the United States, authorities say illegal entries at the U.S.-Mexican border are decreasing. Heavy rains may have caused some of the drop, but it is also possible that people have heard of the new law, said Border Patrol chief Hugh J. Brien. Signed by President Reagan Nov. 6, the law imposes heavy fines against employers who give jobs to undocumented workers. Apprehensions were down by 17.5% in November, 24.8% in December and 29.6% for the week of Jan. 4-10.
