The Afghan government ordered amnesties for imprisoned rebels and said other guerrillas who stop fighting will not be prosecuted. The decree, issued by the Revolutionary Council, said persons jailed for crimes against Afghanistan’s security are to be freed, Kabul radio said. The amnesty was promised in a New Year peace initiative by Afghan leader Najib. While it does not cover people guilty of spying, terrorism or causing explosions, the report said, it does cover those sentenced to up to five years; those sentenced to up to seven years who have served at least four years; all women prisoners; those over 60 or younger than 18 when charged, and those with incurable diseases.
