Encino Group Joins in Protest of Oil Pipeline

Encino residents have joined homeowners opposed to construction of a major oil pipeline through Los Angeles.

A consortium of four oil companies proposes Sepulveda Boulevard as a backup route for a $225-million, 125-mile underground line it seeks to build between Kern County and Long Beach.

Homeowners meeting Wednesday night in Encino said the 30-inch diameter, crude-oil pipeline could pose a safety and environmental hazard.

Gerald Silver, president of a residents group called Homeowners of Encino, said he also is concerned about the pipeline construction’s effect on traffic.

Allen F. Swanson, public affairs manager for Chevron U.S.A. Inc. of La Habra, said pipeline planners hope to avoid the Sepulveda Boulevard route by winning permission to use their first-choice route through Sylmar and Burbank.

Swanson said the pipeline will have an emergency shut-off system.

Residents of the Santa Clarita Valley, Glendale and Northeast Los Angeles also are protesting the project.
