Governor George Deukmejian’s plan to impose a 10% cut in Medi-Cal fees to physicians and other health care providers was temporarily blocked by a state Court of Appeal in San Francisco. The reductions, due to take effect Sunday, were opposed in a suit filed by the California Medical Assn. and other groups who claimed the cutbacks would create “a serious health risk” for Medi-Cal beneficiaries. The court barred state officials from implementing the reductions pending a ruling on whether the cuts are permissible under state and federal law. State officials have until Feb. 5 to file legal papers opposing the CMA suit.
