Soviet authorities have invited dissident physicist Andrei D. Sakharov to attend an international “peace forum” Feb. 14-16 in Moscow that could lead to his first meeting with Soviet leader Mikhail S. Gorbachev. Sakharov, however, said he will not decide whether to attend until he learns more details. Physicist Yevgeny P. Velikhov, vice president of the Soviet Academy of Sciences, announced the invitations of hundreds of scientific, cultural, and political figures and said Gorbachev will meet participants. Sakharov returned to Moscow in December after a seven-year exile in the city of Gorky.
