There is no easy answer to the failure of California’s Lotto 6/49 game to attract “upscale gamblers.” For the decline in “scratch-off” ticket sales, however, there is a very simple answer. In my opinion, sales would once again hit the billion-dollar mark if more awards in the $500, $1,000 and $5,000 amounts were offered. A maximum jackpot award could be set at $3 million for the “big spin” and money not won could be used for the proposed additional prizes.

I blame the decline in sales on disgust with the preponderance of worthless tickets rather than a wearing off of the novelty of the games, as stated in your article.
