Charging that Canadian theft of U.S. television signals costs American producers hundreds of thousands of dollars annually, Sen. Pete Wilson (R-Calif.) said Wednesday he will introduce legislation to prohibit Canadians from owning interests in U.S. cable systems. Wilson also complained that recent actions in Canada to increase the minimum quota of Canada-produced programming shown on Canadian television shrinks market opportunities for U.S. producers. “It is clear hypocrisy for Canada to officially limit commerce in U.S. programming, while officially expanding the opportunity for theft of the same programming.”
