Cuomo to Decide to Run for President by March

SYRACUSE, N.Y. —
Gov. Mario M. Cuomo said Thursday that he will announce by the end of the month whether he will rule out a presidential run in 1988 or go ahead with possible campaign planning. Cuomo said he has been consulting with top national Democratic strategists and studying memos from a range of experts on a possible presidential campaign.
