A bill to reinstate the military draft was introduced in the Senate by Sen. Ernest F. Hollings (D-S.C.), who said it is needed as a demonstration of willpower. The measure would again create a system of registration and classification and would allow the President to order inductions into the armed forces. “We have failed as a people to fairly and equitably distribute the burden of our nation’s defense,” Hollings said. “Over one-quarter of all new recruits are black--double their proportion in the population.”
