A federal appeals court today ordered the Reagan Administration to end a “disgraceful chapter of legal neglect” by issuing rules in 30 days guaranteeing millions of farm workers access to drinking water, hand-washing facilities and toilets.

The U.S. Court of Appeals for the District of Columbia, in issuing the order to the Occupational Safety and Health Administration, noted that every other type of employment covered by OSHA has such standards. California, which already has field sanitation regulations, will not be affected by the order.
