Governor Appointed George W. Fenimore of Beverly Hills to the Fair Political Practices Commission for a four-year term. A Democrat, Fenimore is a part-time consultant for Litton Industries Inc. He replaces H. Douglas Lemons of Lakewood, who resigned. The job pays $100 per meeting, plus expenses. Assembly Bill Introductions:

55 M.P.H. Speed Limit: AJR 13 by Assemblyman Richard Katz (D-Sepulveda) would request Congress to allow the states to increase the maximum speed limit from 55 to 65 m.p.h. for automobiles on rural freeways.

Voters: AB 501 by Assemblyman Tom Hayden (D-Santa Monica) would permit voters who decline to state a political party when registering to vote in the Democratic primary election.

Barred Windows: AB 505 by Assemblyman Dominic L. Cortese (D-San Jose) would require residences fitted with burglar-prevention window grates to be equipped with a quick-release mechanism in each bedroom so the grates could be opened from the inside in case of fire. Los Angeles already has a similar ordinance.

Seniors: AB 519 by Assemblyman Nolan Frizzelle (R-Huntington Beach) would create a $10-million loan program to provide health care for senior citizens who do not qualify for Medi-Cal.

Campaign Contributions: AB 504 by Assemblyman Ross Johnson (R-La Habra) would prohibit transfer of campaign contributions from one candidate to another for state and local elected offices. Similar legislation has been rejected at past sessions. Senate Bill Introductions:

Financial Planners: SB 315 by Sen. Joseph B. Montoya (D-Whittier) would create a system for regulating financial planners in California. Similar legislation was vetoed last year.

Marriage Licenses: SB 317 by Sen. Robert Presley ((D-Riverside) would increase the marriage license fee by $6 to help finance shelters and services for battered wives and children.

Drugs: SB 286 by Sen. Alan Robbins (D-Van Nuys) would make it a misdemeanor offense to supply legalized over-the-counter drugs to minors 12 years old or younger without parental permission.
