Eastern Airlines agreed today to pay a record $9.5 million for safety and record-keeping violations, the largest civil penalty ever collected by the government, the Justice Department announced.

The agreement settles a $9.5-million fine levied last year by the Federal Aviation Administration and contested by Eastern. The fine was imposed when dozens of the airline’s baggage handlers were indicted on charges of smuggling cocaine into the United States on flights from Colombia.
