A spate of bombings has shaken the Afghan capital of Kabul for a second week and may have been caused by fighting within the ruling Communist Party, Western diplomats in New Delhi said. They said two bombs exploded in Kabul last week, including one Friday that killed three Afghans. One of the diplomats said that 13 people died in a Feb. 1 car bomb explosion outside the Indian Embassy. He reported that the explosives were hidden in a Soviet-made car used by Afghan officials. The diplomats also reported heavy fighting in three Afghan provinces.
