Willie Angel Hjorth is the new president of the Pioneer Skippers Boat Owners Assn., a nonprofit organization with 1,200 members. She operates a sail-making business with her husband, John, in Marina del Rey.

The National Conference of Christians and Jews will honor outstanding citizens from the community at its 27th awards dinner April 2 at the Miramar Sheraton hotel in Santa Monica. Those being honored are Dick and Dee Dee Gass, Gail Abarbanel and Eva Holberg. The Business Community Service Award will be presented to First Federal Savings Bank of California.

Dr. Lionel Margolin has received a special achievement award from George Konheim, president of the Reiss-Davis Child Study Center, marking Margolin’s 10th year of service to the center and the Vista Del Mar Child Care Service Center. The two agencies became affiliated in 1976.

Attorney Gloria Allred has been named a recipient of the first Evelyn Rosenthal Magnin Award, which will be presented by the Sisterhood of Wilshire Boulevard Temple, 3663 Wilshire Blvd., at 7 p.m. Feb. 24. Allred is being honored for her work as an equal-rights advocate. The award’s namesake, the late Evelyn Magnin, was a community activist and the wife of the late Rabbi Edgar F. Magnin.

Culver City Police Lt. Tom Mahoney is the department’s new crime prevention specialist. Mahoney will oversee Neighborhood Watch programs, home and business security inspections, and will be available to organizations as a guest speaker.

UCLA Chancellor Charles E. Young has named John E. Kobara as executive director of the 47,000-member UCLA Alumni Assn. and assistant vice chancellor of alumni relations. Kobara is vice president and general manager of Falcon Communications, a cable-TV operation based in Pasadena.

Peter W. Blackman of Santa Monica has been appointed vice chancellor for capital programs at UCLA. He will direct physical planning, design and construction projects on the campus.
