Al Davis says Oakland could lure a National Football League team, possibly the St. Louis Cardinals, within 60 days by adopting a five-point plan that includes expanding the Oakland Coliseum and setting up a franchise fund of $15 million to $20 million.

Davis, managing general partner of the Raiders who moved the team from Oakland to Los Angeles in 1982, outlined his formula in an interview with the Oakland Tribune. It resembles demands he presented when renegotiating a lease with the Coliseum when the Raiders were based in Oakland.

His plan calls for enlarging the Coliseum seating capacity to 65,000 and building 100 luxury boxes. It also includes building movable bleachers in the center-field area with 40 luxury boxes on top, and building a new practice facility.
