The Region : Van Owned by Bland Associate Studied
A van belonging to a Chino man identified by the FBI as a close associate of Warren James Bland was being examined by San Bernardino County sheriff’s detectives seeking the killer of 14-year-old Wendy Osborn of Placentia. Sheriff’s spokesman Jim Bryant said the van’s owner, Joel Chandler, 50, had “cleared himself” and had given deputies permission to examine the vehicle. Bland, 51, a known sex criminal, was wounded and captured Feb. 9 in San Diego. He is charged with killing Phoebe Ho, 7, of South Pasadena, but has not been linked to the slaying of the Osborn girl, whose body was found Feb. 1 in the Chino Hills.
