Vice President George Bush on Thursday took the next to the last step before becoming a formal 1988 candidate by authorizing an official campaign committee.

Bush, expected to announce his candidacy later this year, authorized the formation of the “George Bush for President” committee and said that Lee Atwater, President Reagan’s former political adviser, would be campaign manager.

Formation of the committee allows Bush to raise money that will qualify for federal campaign funds.
