Sacramento attorney Ben Davidian was appointed chairman of the state Agricultural Labor Relations Board, replacing Jyrl James-Massengale, who resigned in November. Gov. George Deukmejian also named Ivonne Ramos-Richardson, a state labor relations officer, to the 12-year-old board, which is responsible for settling farm labor disputes. Ramos-Richardson replaces Jorge Carrillo, whose term expired last month. Both appointees are Republicans and are expected to follow the policies of Deukmejian, who had considered the board too sympathetic to labor.
