Kim Under House Arrest, Again

SEOUL, South Korea —
Police put dissident leader Kim Dae Jung and eight supporters under house arrest today, one day before a planned rally to protest the alleged torture of government opponents, Kim’s aides said.
Several busloads of police swarmed around Kim’s home early in the morning to keep him out of the scheduled rally at the Seoul office of the Council for the Promotion of Democracy.
