R.I. Bill Seeks AIDS Warning to Partner

PROVIDENCE, R.I. — Legislation making it a crime for someone with AIDS not to disclose that condition to sex partners was introduced in the Rhode Island Legislature because the nation is “sitting on a public health volcano,” a lawmaker said today.
“We now have an urgent need to take traditional public health steps for tracking and containing epidemics,” Sen. David Carlin (D-Newport) said in a statement. “We are sitting on a public health volcano.”
Carlin said people who were not informed of their sex partner’s AIDS would be able to bring civil suit against the carrier.
