The human rights situation in Guatemala remains “terrible” a year after a civilian government headed by President Vinicio Cerezo Arevalo ended two decades of military rule, a joint U.S.-British human rights study said. Guatemala’s armed forces still engages in violent abuses, according to the report by Americas Watch and the British Parliamentary Human Rights Group. It added that U.S. officials report rights improvements because they seek support for the “war with Nicaragua.”
