Democrats in the House Commerce Committee, overcoming Republican opposition, put the finishing touches on an emergency $500-million bill to aid the homeless. The measure, scheduled to move to the House floor next week, authorizes funds for emergency food and shelter, transitional housing, outpatient health services and conversion of surplus public buildings into shelters for the estimated 1 million homeless throughout the country. If the bill becomes law, funds for the program still must be appropriated separately.
