A gangster who says he killed a Chinese-American journalist on the orders of the Taiwanese government was arraigned amid tight security in South San Francisco on a charge of first-degree murder. But authorities say others in the conspiracy behind the 1984 murder of Henry Liu may never be tried in the United States. Tung Kuei-sen, 34, a member of the international United Bamboo Gang, appeared before Municipal Judge Walter Herrington, who continued the hearing until March 19 to give Tung time to confer with his court-appointed attorney. A plea is to be entered on that date. Tung, who remained in custody in lieu of $400,000 bail, could be sentenced to 27 years to life in prison if convicted in the beating and shooting death of Liu, who was slain in the garage of his Daly City home on Oct. 15, 1984.
