Philippine Charges Urged

MANILA — A special commission recommended today that charges be filed against security forces and protesters in last month’s fatal shooting of at least 12 demonstrators by police and soldiers guarding the presidential palace.
In a report to President Corazon Aquino, the three-member panel also recommended administrative action against seven military and police officers for “failure to make effective use of their experience and skill” in preventing the Jan. 22 killings. Aquino turned the report over to Justice Secretary Neptali Gonzales to decide whether criminal charges will be filed.
