Rejecting a National Academy of Sciences panel recommendation, the Transportation Department formally notified Congress in a letter from Federal Aviation Administration chief Donald D. Engen that it has no plans to ban smoking on commercial airliners, a department spokesman said. Transportation Secretary Elizabeth Hanford Dole’s decision against additional smoking restrictions on commercial jetliners was reported last week. In August, a panel of scientists concluded an 18-month study that warned of health hazards to frequent travelers or flight crews caused by smoke on planes.
