More than 1,000 Soviets have been jailed and nearly 200,000 punished--with fines and sentences to hard labor--for making liquor at home since the Kremlin launched its drive against alcoholism, Interior Minister Alexander V. Vlasov said. In an interview with the government newspaper Izvestia, Vlasov said that 200 people have died in the last 18 months from drinking industrial liquids and other alcohol substitutes such as antifreeze and perfume.
