Charles Haughey, a populist who campaigned on a pledge to revitalize Ireland’s economy, won a third term as prime minister by the narrowest margin possible. The vote in the Dail, or Parliament, was 82 to 82, forcing Speaker Sean Treacy to break the tie. Haughey’s chances of winning parliamentary approval had been in doubt after he fell three seats short of an outright majority in the Feb. 17 general election. It was only during Tuesday’s debate, when Marxist independent Tony Gregory announced that he was abstaining, that Haughey was assured of winning.
