Edward E. McCombs, a former Ventura city manager, has been named general manager of the Las Virgenes Municipal Water District following a four-month stint as the agency’s acting manager.

McCombs will be paid $78,000 in his permanent post.

He was named interim district manager of the Calabasas-based agency after former manager Richard Baird resigned to become assistant manager of the Metropolitan Water District of Southern California.

At the end of a nationwide search for a permanent manager, McCombs emerged at the top of the list, said Ann Dorgelo, president of the board of directors.

“Ed took charge immediately” as interim manager, Dorgelo said Thursday. “We were all impressed with his leadership skills.”

McCombs spent five years in Africa as a management adviser in Nigeria and in Lesotho, in southern Africa, after leaving his municipal post in Ventura, officials said.
