Opposition candidates for May 11 elections to the Philippine Senate, led by ousted Defense Minister Juan Ponce Enrile, unveiled a platform pledging to make the Philippines “a new Japan” by the year 2000, fueled by more “compensation” for use of U.S. military bases. The platform, presented to a crowd of fewer than 3,000 in downtown Manila, states: “The Philippines must be prepared to terminate the bases agreement . . . by 1991, or earlier, if the terms of its renewal or extension are not acceptable to the Filipino people.” The Philippine Senate must ratify any bases treaty after 1991. President Corazon Aquino has declined to take a position on the bases.
