South Korea proposed a meeting of prime ministers with archenemy North Korea, but it said the two countries should first discuss a controversial northern dam project, families divided by the Korean War and trade. South Korean Prime Minister Lho Shin Yong wrote his northern counterpart Li Gun Mo in response to a proposal by the north for wide-ranging political and military talks. Lho said that the proposed talks could open the way for summit talks between the south’s President Chun Doo Hwan and the north’s President Kim Il Sung.
