A senior State Department official, ending two days of talks in Moscow, expressed optimism that an early accord on medium-range missiles could pave the way for a superpower summit in Washington. Michael H. Armacost, undersecretary of state for political affairs, said, “The possibility for progress in the months to come represents a potential breakthrough.” Besides arms control, Armacost also indicated progress on other issues dividing the United States and the Soviet Union, including what he described as a “hopeful sign” in the Soviet approach to Afghanistan.
